sir,
As you will be aware from my record of service I joined The Middle Temple Inn in 1903. I have been unable until recently to complete the number of terms necessary for a call to the Bar, but I have now done so, and as I have been out of England for so many years since I joined, Mr. Blake Odgers LL.D., X.C., a Bencher of the Middle Temple and the Director of Legal Studies for the Council of Legal Education, would be glad to have some assurance from the Colonial Office that I am a fit
and proper person for admission to the Bar.
I shall be grateful therefore if you would grant me a letter addressed to Mr. Blake Odgers which will assure him that my record in the Colonial Service has been satisfactory.
I have the honour to be, Sir,
Your most obedtent Servant,
Francis w. Clark

The Under Secretary of State for the Colonies.
